UT Police Reaches Milestone with Resolver Implementation

In August 2025, UT Police reached an important milestone in its digital transformation journey with the launch of Resolver, a modernized public safety and risk management platform now in full production. Resolver is part of the division’s efforts to strengthen safety, consistency, and coordination across UTHealth Houston, MD Anderson, and the broader community.

Resolver equips UT Police with tools that increase efficiency and improve response capabilities. of our Combined Protection Model are now using the platform.

The telecommunications professionals that comprise the Risk Operations Center use the new system to centralize all security dispatch functions and will soon connect with the alarms system, CCURE, for faster automated responses.

“For the first time, Senior Public Safety Officers (SPSOs) can document incidents and write reports,” said Robert Haynes, associate director of police, technology and administrative support. “Senior PSOs and Public Safety Supervisors received a full day of training on Resolver and report writing, enhancing their skillset and engagement in campus safety operations. SPSOs are currently responding to calls and forwarding reports to supervisors for review.”

Soon, Haynes said, all Public Safety Officers will receive mobile phones to respond to dispatches using the Resolver app. The upgrade aims to reduce radio traffic, and support faster, more coordinated responses.

“The general workforce will feel the benefit in quicker and more accurate response times as our security team gains access to information on mobile devices,” said Haynes. “This ensures our officers have the right tools in hand to serve the community more efficiently.”

 

Strengthening Risk Awareness and Response

Resolver is already helping UT Police with prevention efforts and risk management.

Previously tracked in Word and Excel documents, security risk assessments of buildings and workspaces are now logged in Resolver. The system enables the team to monitor issues such as improper lighting, access control gaps, and inadequate protections, and to analyze trends over time. The improved reporting also supports more thorough and informed recommendations for enhancements to safety measures.

In addition, UT Police’s Threat Management Team and Workplace Violence Team now use Resolver’s case management tools to document, triage, and assign cases. The centralized system allows stakeholders across 2-STOP to review cases, add facts, and additional information pertinent to the cases. This provides a stronger foundation for early intervention and long-term case tracking.

“As a data-driven organization, Resolver gives us a better ability to track risks and vulnerabilities on campus,” Haynes added. “This helps us make stronger recommendations to mitigate threats, especially through the workplace violence and physical risk assessment modules.”
